CIA Director John Ratcliffe’s secret mission to Moscow drew significant attention in international circles after he arrived in Russia on a U.S. military C-17 transport aircraft.
In what Washington insiders are describing as an alarming attempt to bypass standard diplomatic channels, Ratcliffe flew directly into the heart of Russia under the marching orders of President Donald Trump to deliver a bleak intelligence assessment on the Ukraine war directly to top Kremlin officials.
Ratcliffe met face-to-face with Aleksandr V. Bortnikov, head of Russia’s FSB intelligence service, and SVR Director Sergei Naryshkin to present the CIA’s latest evaluation of Moscow’s military and economic trajectory. Instead of relying on traditional diplomats, intelligence officials hoped that President Vladimir Putin—a former intelligence officer himself—would take a direct, stark warning from America’s spy chief far more seriously.
As reported by The New York Times, Ratcliffe laid out the CIA’s grim forecast regarding Russia’s mounting losses, aiming to convince the Kremlin to cut a deal before their military and economic situation deteriorates even further.
Sources noted that Ratcliffe delivered the assessment in a neutral manner and did not make any direct threats if Putin decided to ignore the intelligence and continue the invasion.
As detailed by reporting from The New York Times on the mission’s underlying strategy: “Some officials hoped that President Vladimir Putin, a former intelligence officer himself, would see a message from the CIA director as more urgent and credible than communications through normal diplomatic channels.”
Further reporting on the specific briefing delivered to FSB Chief Bortnikov revealed the exact nature of Ratcliffe’s message: “Mr. Ratcliffe delivered the message to Aleksandr V. Bortnikov, the head of Russia’s F.S.B. intelligence service, and made no threats about potential consequences for the Russian side should President Vladimir V. Putin ignore the C.I.A. director’s assessment and choose to continue fighting.”
U.S. intelligence reports also indicated increased risks that Putin might try to use other global conflicts to respond against American interests. Related intelligence assessments published by The Washington Post highlighted this concern: “Before Ratcliffe flew to Moscow, US intelligence indicated that the Kremlin views the Iran war as an opportunity to escalate action against US interests.”
By dispatching America’s top intelligence officer on what was officially framed as a “very sort of semi-routine” secret visit, Washington made a high-stakes gamble: using cold, hard CIA data to force Putin into confronting the true cost of his war before time runs out.
However, Vladimir Putin’s high-stakes intelligence showdown with the CIA reached a dramatic climax after the Russian leader abruptly canceled a planned face-to-face meeting with the CIA Director–furious over what Kremlin insiders described as an “arrogant” demand to surrender.
Ratcliffe struck Putin’s pride, by presenting an uncompromising intelligence assessment outlining Russia’s significant military losses and economic decline, urging the Kremlin to make a peace deal to avoid further deterioration.
Initial diplomatic plans indicated Putin was willing to meet Ratcliffe in person. However, after Bortnikov and Naryshkin reported the CIA director’s message to the Kremlin, Putin canceled the meeting.
Kremlin-adjacent sources revealed that Putin believed Ratcliffe was treating Russia as if it had already lost, which did not match their view of the situation.
A source close to the Russian leadership commented: “if Zelenskyy is already standing on Poklonnaya Hill, looking at the Kremlin through binoculars. Everyone understands that this is not the case.”
The insider added that top Russian officials interpreted the CIA’s aggressive pitch as if Ratcliffe had simply “come to the wrong address.”
Kremlin spokesman Dmitry Peskov officially confirmed that Putin refused to grant the CIA director an audience, though he insisted the Russian president was kept fully updated on every word spoken behind closed doors, stating: “Of course, President Putin is briefed on everything without delay.”
Instead of sitting down with America’s top intelligence chief, Putin chose to answer Ratcliffe with an immediate military provocation.
Within hours of Ratcliffe’s departure, Russian state apparatus signaling began over testing the Burevestnik (‘Skyfall’)—Moscow’s nuclear-powered, unlimited-range cruise missile—sending an unmistakable message that the Kremlin will not be intimidated into submission.
President Donald Trump downplayed the tense situation and made an effort to lessen the importance of the CIA chief’s mission when responding to reporters. On a show with Glenn Beck, he attempted to reduce the dramatic atmosphere by telling the host: “He’s there, you know, very sort of semi-routine… I hate to disappoint people. We would like to see the war with Ukraine end.”
When asked if Ratcliffe was sent to warn against testing NATO or to pressure Putin, Trump, sounding more reserved than usual, said it was “none of the above” and added that “something may come out of it.”
